Jack R. Hayes is Of Counsel in the Washington, DC office of Steptoe & Johnson LLP. Jack advises financial institutions and other clients regarding U.S. economic sanctions, export controls, antiboycott, and anticorruption laws and regulations in the context of various international business transactions. His practice includes counseling on due diligence best practices of current and prospective business partners, developing contractual and other safeguards, assessing legal risks associated with investments, acquisitions, and other dealings, and supporting the preparation of license applications and advisory opinion requests, including issues related to foreign investment. This practice involves the intersection of economic sanctions and anti-money laundering/anti-terrorism financing laws and regulations, including the creation and implementation of risk-based compliance programs and due diligence best procedures, as well as assistance with reporting requirements. In addition, he conducts investigations and handles civil and criminal enforcement matters involving the U.S. Office of Foreign Assets Control, Bureau of Industry & Security, Office of Antiboycott Compliance, Directorate of Defense Trade Controls, and Department of Justice, including responses to subpoenas and requests for information from, as well as submission of voluntary disclosure reports or other required reports to, the U.S. government. He is a 2003 graduate of Northwestern University School of Law.
